A business model that distinguishes between regulated and non-regulated activities

The business model backing the operations of SNCF Gares & Connexions provides two types of resources.
“Regulated" fees paid by the rail carriers, corresponding to the costs incurred by SNCF Gares & Connexions to operate the spaces allocated to rail transport activities in the stations. These fees are determined under the supervision of the Autorité de Régulation des Transports (ART, the French transports regulator).
The regulated fees are supplemented by the resources generated by so-called "non-regulated" activities, consisting of royalties and rents from available in-station spaces.
